There is no city hall on this stretch
Ormond-by-the-Sea is a census-designated place in Volusia County. Wikidata item Q2307186 describes it that way. It is not inside the City of Ormond Beach, even though the names and the 32176 mail overlap. The city's February 2026 driveway checklist stops at the city line. Sealing a patio on this stretch is not an Ormond Beach file. If the work grows into a new apron on a county road, the county use permit is the file: width 10 to 24 feet at the right-of-way line, five feet off the side line, the paver detail sheet, a notarized owner hold harmless recorded before issuance, and an installer with a competency card. The county says a business tax receipt is not a license.
We did not find a county page that calls a sealer coat, by itself, a use permit. Do not invent one. Do not skip the use permit if the quote includes tearing out the apron or paving a new flare to the pavement. Describe the scope in plain words: wash, sand, and seal, or rebuild. The county permit row is the rebuild path. This page is the salt path.
Salt on A1A, in practical terms
Houses along this part of A1A take spray on walks, pool decks, and short drives. Metal edging rusts and stains the border. A thick wet-look film gets slick and can haze. HomeGuide's combined price is $1.50 to $3.25 per square foot, with a published life of about 3 to 5 years, and washing alone is $0.35 to $0.80. Angi mentions $1 to $3 per square foot every 3 to 5 years. Last checked November 1, 2026. On this shore, plan to look at the film before the long end of that range. That is maintenance judgment. It is not a county calendar.
Joint sand disappears faster where wind and wash-down both hit the surface. A sealer visit that skips the sand will look thirsty in a month. Polymeric sand needs a dry window to set. A sea breeze that feels helpful can still drop a shower at 3 p.m. Ask the installer what happens if it rains the day they seal. The frequency guide compares inland and beach habits without pretending either is an ordinance.
Older houses, septic fields, and small areas
Some older lots still use septic tanks. A sealing crew should not need to dig. A crew that 'fixes a low spot' by excavating near a drain field does. Mark the tank and the field before anyone lifts pavers. Myakka sands on barrier islands are called out in the USDA series history as map units to check, not to assume. The practical issue for a sealer is a base that has already washed. New sand on a hollow field will not hold. If sections have dropped, the job is a reset, described on the repair page, plus the county paper if the reset enters the right of way.
Areas are often small. Two hundred square feet at $1.50 to $3.25 is only $300 to $650, and the drive from a mainland shop can erase that math. Ask for the minimum. A condo or cottage association, if you have one, may still limit gloss. We did not read a single Ormond-by-the-Sea architectural manual that covers every street. Confirm yours. There is no city palette because there is no city.
| Scope | Desk | Published money |
|---|---|---|
| Clean, sand, and seal existing pavers | No city hall. We did not find a use-permit sentence for a coat alone. | $1.50 to $3.25 per square foot, HomeGuide |
| Rebuild or widen an apron in the county right of way | Volusia use permit, recorded hold harmless, competency card | Paver bands plus recording, not the seal band |

Checklist
- Write Ormond-by-the-Sea, not Ormond Beach, on the request.
- Split wash-and-seal from any apron rebuild. Only the rebuild uses the county use permit, based on the pages we read.
- If you rebuild, record the owner hold harmless and ask to see the competency card. A business tax receipt is not that card.
- Rinse salt, refill joints, then seal. Do not coat a damp, salty film.
- Mark septic tanks before anyone lifts pavers.
- Budget HomeGuide's band and ask the minimum charge for a small deck.
- Look at the surface before year five. Salt is the reason. No ordinance number is attached to that advice.
Daytona Pavers connects you with an independent installer for free. We are not Volusia County and we do not run a sealing crew in Ormond-by-the-Sea.

Ormond-by-the-Sea sealing questions
Is Ormond-by-the-Sea part of Ormond Beach?
No. It is unincorporated Volusia County. The city's February 2026 driveway checklist does not apply. Wikidata lists it as a census-designated place in the county.
Do I need a use permit to seal pavers?
We did not find a county page that treats a sealer coat alone as a right-of-way use permit. Rebuilding an apron in the public strip does need that permit, including the recorded hold harmless.
How much should I plan for sealing?
HomeGuide's clean, sand, and seal band is $1.50 to $3.25 per square foot, often lasting 3 to 5 years in its general statement. Small oceanfront areas may hit a minimum charge. Last checked November 1, 2026. Not a quote.
Why seal sooner near A1A?
Salt and wind strip sand and wear films faster than on an inland lot. That is a maintenance observation, not a numbered county rule.
What if the pavers have already sunk?
Sand and sealer will not lift them. The base has to be rebuilt. If that rebuild enters the right of way, the county use permit applies.
Are you a sealing company?
No. Daytona Pavers introduces an independent installer. You pay that installer only if you hire them.
Request an Ormond-by-the-Sea sealing quote
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
A budget range is optional. It is a planning hint, not a promise. Read how we handle this information on the privacy page.
