How the county splits for a paver job
A Daytona Beach mailing address can still be South Daytona, Holly Hill, or the county. The property appraiser's city is the one that matters. Unincorporated Volusia, including Ormond-by-the-Sea, uses a right-of-way use permit for driveway work. Paver aprons there need a detail sheet and a hold harmless signed by the owner, notarized, recorded, and returned before the permit is issued. The installer needs a Volusia County competency card. The county's own page says a business tax receipt is not a license. City after city then adds its own sheet. Deltona's exhibit refuses pavers in the right of way. Daytona Beach licenses them. Port Orange specifies the base against the seasonal high water table and charges $75 to process the right-of-way application. The permit guide is the comparison table. Read the row, then the city's page, then the linked official form.
Soil and water, briefly
The USDA Myakka series, common on Florida flatwoods, is poorly drained sand with a water table less than 18 inches deep for 1 to 4 months in most years. Higher ground toward DeLand and Deltona is where that same description places better-drained Tavares soils. The barrier island adds salt. None of that is a base design for your lot. It is why sinking after rain is a base problem, covered in the sinking pavers guide, and why Port Orange ties apron base type to the water table.
Prices are national bands
Angi publishes a 2026 paver driveway size table of $10 to $30 per square foot, with standard drives at $10 to $18. HomeGuide's clean, sand, and seal band is $1.50 to $3.25. HomeAdvisor's installed travertine band is $15 to $27. There is no public Volusia average on this site. The cost calculator multiplies those published bands and labels every figure. It is not a quote.

Community hubs
Six communities have their own pages because a public document named both the place and an architectural step: LPGA International in Daytona Beach, Spruce Creek Fly-In (county building permits, Port Orange mailing address), Plantation Bay (master covenants recorded in Flagler and Volusia; Prestwick Townhomes II rules are not the whole community), Venetian Bay in New Smyrna Beach, Cypress Head in Port Orange, and Victoria Park in DeLand. Latitude Margaritaville, Glen Abbey, and Woodhaven are not linked here. A public architectural process we could read was not found for those three, and a detailed design board online for a different Glen Abbey is in Georgia.
City directory
Populations are the April 1, 2020 counts from the Florida EDR table prepared in August 2021. Ormond-by-the-Sea is unincorporated and has no separate city count in that table.

Palm Coast is in Flagler County and is not in the table above. Lake Helen (2,842), Oak Hill (1,986), and Pierson (1,542) are incorporated towns covered with Samsula, Osteen, and Enterprise on the rural west and south Volusia page. The footer stays with the ten largest cities.
What we did not confirm
Holly Hill, South Daytona, and Daytona Beach Shores did not have a paver-apron packet as specific as Port Orange or Ponce Inlet on the pages checked November 1, 2026. Those city pages say so and tell you to ask the city. We also did not verify a Flagler County fee schedule for Palm Coast. At-grade patio rules for unincorporated Volusia are not stated as a simple yes or no on the county pages we read. Ask the permit center rather than assuming a patio is exempt.
County questions
Does one permit rule cover all of Volusia County?
No. Unincorporated addresses use the county use permit. Each city publishes its own driveway or patio rule. The permit guide links the public page for each one we could confirm.
Which city is the largest?
Deltona, with 93,692 people in the 2020 Census count published by Florida EDR in August 2021. Daytona Beach is second at 72,647 on that same table.
Are you the installer for these cities?
No. Daytona Pavers is a free matching service. The installer you hire is an independent business. We do not pull permits and we do not publish a phone number.
What about Lake Helen, Oak Hill, and Pierson?
They share a rural west and south page with notes on Samsula, Osteen, and Enterprise. Each incorporated town has its own building desk. Unincorporated parcels use the county.
Is Palm Coast in Volusia County?
No. Palm Coast is in Flagler County. It has a page because homeowners search the same coast. Do not use a Volusia form there.
Request a Volusia County quote
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
