The river side, not the peninsula
Edgewater's residential streets run inland from the Indian River, with Riverside Drive, Park Avenue, and the numbered streets west of US 1 doing different jobs. Florida Shores is called out on the city's own stormwater instructions as an area with a designated stormwater system, where properties should grade toward the city right of way when they can. That is a different drainage story from a beach house on the peninsula in Ponce Inlet or New Smyrna.
A lot of the housing is mid-century through 1990s concrete drives and patios on flat ground. Pools exist, but the signature request is more often a driveway or a slab patio than a travertine cage deck. Oak Hill is the next small city south and does not have its own page here. If your address is Oak Hill, say so on the form. Do not let someone pull an Edgewater permit for it.
Patio permit and the paver agreement
The city keeps a patio and slab permit and lists slabs and patios on its forms page. The right-of-way, stormwater, and fill application includes a permit type for pavers and says that type requires the release and hold harmless, with recording fees extra. The hold harmless, revised September 30, 2025, is for paver driveways in the city right of way. It cites Land Development Code 21-52.02 as the reason alternative materials need an agreement. The owner maintains the pavers. If the city finds they are not maintained, it can give 10 days' written notice and then replace them with concrete or asphalt at the owner's cost, or as a lien. The agreement is recorded with the Volusia County Clerk, and the driveway and site-drainage permit is not issued until that recording is done.
The same stormwater application says driveways in the public right of way must not block drainage. On an unpaved road the driveway must extend about 15 feet beyond the property line. On a paved road it must meet the street. It also says no stormwater shall run off to a neighbor, and that properties in a designated system such as Florida Shores should grade toward the right of way where possible. Those are the city's words. Your survey still has to show the flow.
Flat ground and a high water table
Edgewater is low coastal ground, closer to flatwoods than to the Deltona sand hills. Myakka soils, where they are the mapped series, hold a water table within 18 inches of the surface for 1 to 4 months in most years and are poorly drained. That is why a base that depends on staying dry can fail here even when the pavers look tight on a sunny day. Ask what base the installer will use if the bottom of the excavation is wet. Do not treat a ridge detail from DeLand as automatic.
Salt is milder than on the barrier island, but the river and summer storms still soak joints. Sealing is a maintenance choice. HomeGuide's national band for a clean, joint sand, and seal is $1.50 to $3.25 per square foot, and the same guide says a sealer often lasts 3 to 5 years. Beach towns may wear a film faster. Edgewater is not the oceanfront, so do not buy a Ponce Inlet schedule without looking at your shade and sprinklers.
Numbers to take to the quote
Concrete paver driveways often plan at $10 to $18 per sq ft in Angi's 2026 standard band, inside a wider national band of $10 to $30 per sq ft. A 600 square foot drive is about $6,000 to $10,800 on the standard band and $6,000 to $18,000 on the wide band. These figures are national or publisher typical ranges, last checked November 1, 2026. They are not quotes from Daytona Pavers, and Daytona Pavers does not set installer prices. They are also not a Volusia County average, because no public local price dataset was found. Access, demolition, base depth, material, drainage, and the company you hire all move the number. The only figure that belongs in a contract is a written quote after someone has seen the property. - Decide whether any paver crosses the right-of-way line. If it does, budget the recorded hold harmless, not just the pavers.
- If the job is a patio or slab, start with the patio and slab permit and a survey that shows the slab.
- Mark where water goes today, especially in Florida Shores, and do not pitch a new drive at a neighbor.
- On an unpaved road, plan the drive to reach about 15 feet past the property line, as the city application describes.
- If an association has architectural review, get the color approved before demolition. We do not file that paperwork.
- Compare Edgewater with New Smyrna Beach, which adds a 60 percent impervious cap on its lot sheet.
What a useful Edgewater note includes
Tell the installer whether the street is paved, whether you are in Florida Shores, and whether a septic tank or a drainage easement sits where the patio wants to go. Measure the side gate if material cannot come down the drive. A short walk still needs edges. HomeGuide's installed walkway band is $10 to $20 per square foot. Sixty square feet is about $600 to $1,200 on that straight math, and a small visit can price above the math because the crew still mobilizes. We will not invent a minimum charge.

Questions about pavers in Edgewater
Does Edgewater require a permit for a paver patio?
The city publishes a patio and slab permit and lists slab and patio work on its forms page. Use that path and confirm the current submittal. Do not assume a ground-level patio is exempt.
What is the Edgewater paver hold harmless?
It is a recorded agreement for paver driveways in the city right of way. The owner maintains the pavers. After 10 days' written notice, the city may replace neglected pavers with concrete or asphalt at the owner's cost. The permit is not issued until the agreement is recorded.
How should Florida Shores lots drain?
The city's stormwater application says properties in a designated system such as Florida Shores must grade toward the city right of way where possible, and that stormwater must not run onto a neighbor.
How much should I plan per square foot?
Angi's national standard paver driveway band is $10 to $18 per square foot. HomeGuide's installed patio band is $10 to $17. Neither is an Edgewater quote. Last checked November 1, 2026.
Is Edgewater the same permit office as New Smyrna Beach?
No. Edgewater is its own city. New Smyrna Beach has a separate lot-calculation sheet and a 60 percent impervious cap. Use the city on your deed.
