Hurricane and flood prep for pavers

Quick answer

NOAA's Atlantic hurricane season runs from June 1 to November 30, with a peak around September 10. Volusia County says flooding is its most frequent and costly natural hazard. No FEMA paver tie-down rule was found. After standing water, new joint sand does not rebuild a washed-out base.

The season, without a local rainfall total

NOAA's tropical cyclone climatology page says the Atlantic hurricane season runs from June 1 to November 30. The basin includes the Atlantic Ocean, the Caribbean Sea, and the Gulf. Using the 1991 to 2020 climate period, an average season has 14 named storms, 7 hurricanes, and 3 major hurricanes. The page says the peak of the Atlantic season is September 10, with most activity from mid-August to mid-October, and that storms sometimes form outside the official dates. Those are basin counts, not a forecast for Daytona Beach this year.

We did not attach a National Weather Service climate-normal table for Daytona Beach rainfall on this page. A figure for annual inches would be a guess, so it is not here. What the paving notes do say is practical: PAV-TEC-002 tells crews to cover an uncompacted laying face with a waterproof cover if rain threatens, so the bedding sand does not saturate. Polymeric joint products add their own dry window. Those windows are on the polymeric sand guide. Scheduling a joint install on a June afternoon with storms in the forecast fights both documents.

Flood maps, and which map is official

FEMA's flood-map page says a high-risk area has at least a 1 percent chance of flooding in a given year, which is at least a one-in-four chance over a 30-year mortgage. It also says there is no such thing as a no-risk zone. The official place to view the map is the FEMA Flood Map Service Center. Volusia County's GIS page offers an address search for flood zones and says, in the same table, to visit FEMA for the official flood hazard maps. The county storm-surge map is a different layer from the flood-insurance map. Use the layer that matches the question you are asking.

Volusia Emergency Management's flood page says that, based on the county's multi-jurisdictional local mitigation strategy, flooding is the most frequent and costly natural hazard among the thirteen hazards that strategy identified. The page tells residents to check the FEMA map, to know evacuation routes before water rises, and not to drive through flooded roads. It also says floodwater can be contaminated. None of that is a paver specification. It is the safety frame around any hardscape advice. Follow the county's emergency instructions for people. This page only talks about the paving.

Before the storm, on the paving only

  1. Look up the parcel on the FEMA Map Service Center. Do not treat the county planning map as the insurance map.
  2. If polymeric sand is scheduled, read that product's no-rain window and move the date. Three manufacturers publish three different windows.
  3. If a crew is mid-install, the CMHA note says to cover the open edge when rain threatens.
  4. Point downspouts and pool overflow away from the field before you blame the pavers for a river across the joints.
  5. Follow county evacuation and road-closure instructions. A paver guide is not an evacuation plan.
  6. Photograph the dry field if you want a before picture. Insurance questions go to your insurer, not to this site.

After the water leaves

Angi lists minor paver repairs at $200 to $500 and more extensive resetting at $1,000 to $2,500. Those are national totals from the 2026 driveway page, not a storm deductible and not a Volusia menu. A tire-path that dropped the length of the drive is closer to replacement pricing, $10 to $18 per sq ft nationally, about $6,000 to $10,800 for 600 square feet before haul-away. Sealer will not lift a settled unit. The repair service is the matching page. The base depth guide is what to ask for under the reset.

FEMA says flood maps help lenders decide insurance requirements. This site is not telling you that a paver driveway must be insured, and it is not describing what a policy pays. High-risk zones and lender rules are on the FEMA page. A Letter of Map Change is also a FEMA process, not something an installer files as part of a sealing visit.

What this page will not guess

Last checked November 1, 2026. We are not publishing a flood depth, a damage dollar figure, or a house count for Hurricane Ian or any later storm. Those numbers need a primary table we did not attach. We also did not find a CMHA or FEMA page that says residential pavers must be anchored against wind. Wind advice for houses is a building-code and shutter question, not a joint-sand question. Permits to rebuild an apron after a storm still follow the city. Start at the permit guide and the apron guide.

Questions homeowners ask

How should I prepare pavers for a hurricane?

Check the FEMA map, do not start polymeric sand inside a rain window, and cover an open install edge if a crew is mid-job. Follow the county's evacuation instructions for people. There is no paver tie-down rule on the FEMA pages we read.

When is hurricane season in Florida?

NOAA says June 1 through November 30 for the Atlantic basin, with the peak around September 10. Storms can form outside those dates. Last checked November 1, 2026.

Will floodwater ruin polymeric sand?

The product sheets we read require a dry cure. Standing water during that window is outside the instructions. After the joints have cured, a later flood is a base question if the field sinks, not only a sand question.

Which flood map should I use in Volusia?

The FEMA Flood Map Service Center is the official map. The county GIS page says so. The county tool is useful and is not the insurance map.

Do I need a permit to reset pavers after a flood?

If you only reset units inside the lot, ask the building desk. If the apron is in the public right of way, the city or county street permit still applies. This page is not a permit.

Can Daytona Pavers send a repair installer?

Yes. Choose paver repair on the form. We are not the contractor, and we do not promise Angi's national repair total.

Request a quote after you have a range in mind

Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.

Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.

A budget range is optional. It is a planning hint, not a promise. Read how we handle this information on the privacy page.
