Pavers in DeBary, Florida

Quick answer

DeBary counted 22,260 people in the 2020 Census. The city contracts building-code review to PDCS and charges a $50 residential application fee. Published driveway standards put pavers in the road right of way at the owner's risk and bar pervious pavers from that right of way.

Population: Florida Office of Economic and Demographic Research, Census Summary comparing April 1, 2020 and 2010 (prepared August 2021). Building desk: City of DeBary building department (PDCS contract and application fees). Driveway text: DeBary code compilation, driveway connection and materials sections (confirm against the current city code).

River lots and subdivision drives

DeBary stretches from the St. Johns River and Lake Monroe up to the I-4 interchange, with Dirksen Drive and Highbanks Road as the mental map. Gemini Springs is the public park people use to explain where they live. Glen Abbey and Riviera Bella are community names buyers search. This page does not recite their architectural rules. If your association reviews color, pattern, or the apron, get that answer from the association before a pallet shows up. We have not read those guidelines, and we do not file them.

The housing mix is golf-course lots, 1990s family streets, and newer infill. Drives are often long enough that a 1,000 square foot replacement is plausible, unlike a Holly Hill pad. Swales and ditch crossings show up near the river. A culvert conversation is normal on those streets, not a surprise at the end of the quote.

Who reviews the permit

The city building page says DeBary contracts PDCS to provide building-code administration, plan review, and inspections, and that applications go through the Citizenserve portal. It lists a $50 residential application fee and a $100 commercial application fee. Those fees are the application charge, not the full permit total. Fence and sign permits are called out as planning items, not building items. A driveway connection that is not already part of a site plan or a residential stormwater permit needs a use permit under the published code, including a final inspection. Private roads are the exception the code states.

The published driveway standards, which you should confirm against the current city code, say a residential driveway is 10 to 24 feet wide at the right-of-way line and no closer than 5 feet to the side property line. The right-of-way portion of a residential driveway is concrete at least 6 inches thick without steel or wire. Architectural pavers must follow the manufacturer's base specification. Paver construction in the road right of way is at the owner's risk, and road work will not replace those pavers. Pervious pavers are not allowed in the road right of way. If a swale cannot be matched, the minimum culvert described is 15 inches. I am summarizing a code compilation, not issuing a permit.

River ground and the base

Lots nearer the St. Johns can be wetter than the Deltona ridge a few miles south. Myakka flatwoods soils, where mapped, keep a seasonal water table within 18 inches for 1 to 4 months. Tavares soils on higher positions drain better. DeBary has both kinds of ground within a short drive. The practical test is the hole: if it fills, the base has to be the one the city and the manufacturer allow in a wet subgrade, not the one from a dry lot.

Pool decks show up on the golf streets. HomeAdvisor's national installed travertine band is $15 to $27 per square foot, and its 600 square foot table is $9,000 to $16,200. HomeGuide's band around a pool, which is not travertine-specific, is $12 to $25 per square foot. If you hope to set pavers over an existing slab, read pavers over a concrete pool deck before you skip demolition. HomeAdvisor says you can often lay travertine over sound concrete, and also says removal can reach $3,700. Sound is a site judgment, not a slogan.

Planning ranges

Concrete paver driveways often plan at $10 to $18 per sq ft in Angi's 2026 standard band, inside a wider national band of $10 to $30 per sq ft. A 600 square foot drive is about $6,000 to $10,800 on the standard band and $6,000 to $18,000 on the wide band. These figures are national or publisher typical ranges, last checked November 1, 2026. They are not quotes from Daytona Pavers, and Daytona Pavers does not set installer prices. They are also not a Volusia County average, because no public local price dataset was found. Access, demolition, base depth, material, drainage, and the company you hire all move the number. The only figure that belongs in a contract is a written quote after someone has seen the property. 1. Apply through the city's portal and expect the PDCS review path for building work. Budget the $50 residential application fee as a start, not the whole fee.
  2. If the apron is in a public road right of way, read the use-permit rule and the material limits before you choose permeable pavers.
  3. Keep the driveway at least 5 feet off the side line, and between 10 and 24 feet at the right-of-way line, unless your approval says otherwise.
  4. If the association is Glen Abbey, Riviera Bella, or another review board, get their color answer yourself.
  5. Note a ditch or a swale on the form so the culvert is not a change order.
  6. Open the permit comparison and the calculator before you compare two bids.

Which neighbor city is the wrong model

Deltona, next door, publishes an exhibit that refuses pavers in the right of way and wants a concrete apron. DeBary's published text allows architectural pavers at the owner's risk and refuses pervious pavers in that right of way. Those are not the same rule. Orange City adds a recorded hold harmless and a $100 residential use-permit fee. Quote the city that is on the deed.

Questions about pavers in DeBary

Who permits a DeBary driveway?

Building permits go through the city portal and PDCS. A driveway connection to a city road that is not already inside a site or stormwater permit needs a use permit under the published code. Confirm which file yours is.

Can I use pavers in the DeBary right of way?

The published standard says architectural pavers follow the manufacturer spec, that pavers in the road right of way are at the owner's risk, and that the city will not replace them when the road is improved. Pervious pavers are not allowed in that right of way. Confirm the current section.

What is the residential driveway width?

The published standard says 10 feet minimum and 24 feet maximum at the right-of-way line, and no closer than 5 feet to the adjacent property line.

What does the $50 fee cover?

The building page lists a $50 residential application fee and a $100 commercial application fee. It is the application charge. It is not a bid for the pavers and it may not be the entire permit fee.

Will you match a DeBary pool deck?

Yes. Choose pool deck on the form and name DeBary. We introduce an independent installer. We do not build the deck.

Request a quote in DeBary

Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.

Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
