A small city between two larger ones
Orange City is the gap between DeLand and Deltona, with Graves Avenue and the historic grid on one side and Saxon Boulevard subdivisions on the other. Blue Spring State Park is the landmark residents use, even though a park visit is not a permit. Lots near the old center are tighter. Lots toward Deltona look more like the subdivision drives next door. The permit is still Orange City's if the city limit says so.
People sometimes file with the wrong desk because the ZIP codes overlap DeLand and Deltona. The Building Division's own page says to talk with the city before work, and that most projects need a permit. If the property appraiser shows unincorporated Volusia, you are on the county use-permit path instead. That switch is worth a five-minute check.
Use permit, width, and concrete
The fee schedule lists a residential driveway use permit at $100 and a commercial driveway use permit at $250. The use-permit application then gets specific. In the R-1, R-2, and OT residential districts, a driveway opening is not less than 12 feet and not more than 20 feet. Outside those districts the opening is 20 to 30 feet. Driveways stay at least 5 feet from the side property line and from poles, hydrants, and similar objects. Concrete is at least 6 inches without reinforcement or 4 inches with reinforcement, at a minimum of 3,000 psi, on compacted soil. The driveway must not block right-of-way drainage, and it flares at least 5 feet starting at least 8 feet from the road edge.
For a paver apron or a stamped-concrete apron, the same packet requires a hold harmless. The owner signs it, a notary witnesses it, and a recorded copy comes back before the permit is issued. An agent may apply but may not sign that agreement. If the city decides the pavers are not maintained, it gives 10 days' written notice and may replace them with concrete or asphalt at the owner's cost. The owner also accepts maintenance of a safe pedestrian path. Concrete work wants a pre-pour inspection and a final inspection. I am not copying the city's inspection email onto this site. Use the address printed on the current application.
Soils and older slabs
Orange City shares the inland sand of west Volusia. Higher lots drain more like the Tavares soils described with the Myakka series. Lower lots can sit wet. The use permit already rejects loose, uncompacted soil under concrete. A paver base deserves the same skepticism. If the old slab is only cracked in a corner, repair may not even be the right trade. If the whole slab has settled, replacement is the conversation. Angi prices minor paver repairs, such as swapping a few units, around $200 to $500, and more extensive resetting around $1,000 to $2,500. Those are national figures for paver repairs, not a price to patch poured concrete.
New concrete pavers can show a white mineral haze. That is efflorescence, and sealing over it can lock the look in. The efflorescence guide is the short version. Do not add a sealer on day one just because the quote has a blank line for it.
Cost bands and the fee
Concrete paver driveways often plan at $10 to $18 per sq ft in Angi's 2026 standard band, inside a wider national band of $10 to $30 per sq ft. A 600 square foot drive is about $6,000 to $10,800 on the standard band and $6,000 to $18,000 on the wide band. These figures are national or publisher typical ranges, last checked November 1, 2026. They are not quotes from Daytona Pavers, and Daytona Pavers does not set installer prices. They are also not a Volusia County average, because no public local price dataset was found. Access, demolition, base depth, material, drainage, and the company you hire all move the number. The only figure that belongs in a contract is a written quote after someone has seen the property. Add the $100 residential use-permit fee if the apron is in the city right of way, and remember recording the hold harmless has its own clerk fee. Neither fee is inside Angi's per-square-foot band. A 600 square foot concrete paver drive at $10 to $18 is about $6,000 to $10,800 before those paperwork costs and before haul-away.
- Confirm the city limit. Orange City, DeLand, Deltona, and the county are four different desks.
- If the opening is in R-1, R-2, or OT, keep it between 12 and 20 feet unless the city approves something else.
- Plan a recorded owner-signed hold harmless for a paver or stamped apron.
- Ask for the pre-pour inspection on any concrete the packet requires. The city can ask for delivery receipts.
- Keep 5 feet off the side line and do not block the swale.
- Read the Orange City row next to the DeLand and Deltona rows so the bids use the same rules.

Questions about pavers in Orange City
How much is an Orange City residential driveway use permit?
The city fee schedule lists $100 for a residential driveway use permit and $250 for a commercial driveway use permit. Inspections and recording are separate.
Do paver aprons need a hold harmless in Orange City?
Yes. The use-permit packet says a paver or stamped-concrete apron needs a hold harmless signed by the owner, notarized, and recorded before the permit is issued.
How wide can the driveway be?
In R-1, R-2, and OT, the packet says not less than 12 feet and not more than 20 feet. Other districts are 20 to 30 feet. Driveways stay at least 5 feet from the side property line.
What concrete strength does the packet name?
It says driveways are 6 inches thick without reinforcement or 4 inches with reinforcement, at a minimum of 3,000 psi, on compacted soil.
Can you match an Orange City homeowner with an installer?
Yes. Daytona Pavers is the matching service, not the contractor. The installer still has to satisfy the city's permit path.
