Six names, two kinds of government
The 2020 Census counts published on this site from the Florida EDR comparison table (August 2021) are 2,842 for Lake Helen, 1,986 for Oak Hill, and 1,542 for Pierson. Those are the three incorporated towns this page covers. They are small on purpose. A copied Daytona Beach street form is the wrong file. Samsula, Osteen, and Enterprise are the other names people search. They do not have city halls of their own in the way those three towns do. Populations for the three unincorporated names are not printed here, because a census table row was not attached for them in this pass.
The county permit center's contact page says that if the project is in a city, you get the applications from that city's building department. Unincorporated projects stay with the county. That single split prevents most of the mistakes on this page. Look up the parcel. Then pick a row below. ZIP codes and mailing cities, especially around Samsula, can say New Smyrna Beach, Edgewater, or Port Orange while the parcel is still county.
| Place | Incorporated? | Who takes the building file | Paver apron detail found? |
|---|---|---|---|
| Lake Helen | Yes. 2020 population 2,842. | City desk. It accepts county forms and uses the county fee schedule under Resolution 2006-04. | No finished apron spec. A right-of-way application is on the forms list. |
| Oak Hill | Yes. 2020 population 1,986. | City building department, partnered with Universal Engineering Sciences and its CitizenPortal. | Not on the department page we read. |
| Pierson | Yes. 2020 population 1,542. | Town, using Universal Engineering Sciences. A building official is in town on Wednesdays. | No apron recipe. The house checklist requires a driveway conversation and a drainage affidavit. |
| Enterprise | No. The county local-plan page says unincorporated. | Volusia County, plus the Enterprise overlay for some new development. | Use the county street permit if the work is in a county right of way. |
| Osteen | No city government found. The county code has an Osteen local-plan division. | Volusia County. | Overlay setbacks are not reprinted here as a paver rule. |
| Samsula | No incorporated city by this name on the municipal list this site uses. | County, if the property appraiser agrees the parcel is unincorporated. | Not found. Confirm the parcel before using a city form. |
Lake Helen
Lake Helen's permits page says the city building department accepts Volusia County building forms, that the 8th edition of the Florida Building Code became effective at midnight on December 31, 2023, and that the city uses the county permit fee schedule under Resolution 2006-04. It also links a separate city development fee schedule. Applications can be delivered to City Hall, mailed, or emailed. The forms list includes a right-of-way use permit application, a drainage affidavit, a notice of commencement, and a certificate of appropriateness. The certificate is described for new construction, remodel, fence, shed, pool, and a re-roof that changes material, with shingle to metal given as the example. Paver driveways are not named in that certificate sentence. Ask the city whether a driveway or a patio needs the certificate, especially in the historic district. Do not assume the fence-and-pool list silently includes an apron.
A third-party concrete company's blog about Lake Helen was not used. It adds dollar figures and code interpretations this site did not verify on a city PDF. If your driveway touches a county road outside the city's own streets, the county use permit can still apply. The permit guide county row is the file for that case. The apron index explains the seam between private pavement and the public strip without copying either form.
Oak Hill
Oak Hill's building department page says the city partners with Universal Engineering Sciences to handle building permits and inspections. Applications, uploads, status checks, and inspection requests go through that company's CitizenPortal. The page also links a floodplain map, a floodplain management plan, the municipal code, and a zoning map. It does not, on the page we read, state a paver thickness, an apron width, or a patio exemption. Ask through the portal whether a driveway, a patio, or only work in the right of way needs an application. Nearby Edgewater and New Smyrna Beach have their own city rules and their own pages. An Oak Hill lot does not inherit New Smyrna's 60 percent impervious sheet.
Pierson
Pierson's building page says the town uses Universal Engineering Sciences, that a building official is in Pierson on Wednesdays, and that applications can be emailed or delivered with two sets of supporting documents. The one- and two-family checklist in the permit packet says to call the town's planning and zoning division about setbacks, lot coverage, and height before you apply for a house permit. It includes a signed lot-drainage and driveway affidavit, and a line that driveway and sidewalk work needs the building division's review under the ordinances. That is a real driveway hook. It is not a drawing of a paver apron, and no width or base recipe was in the packet text we read. New homes also need a county impact-fee receipt before the town will finish its occupancy steps. An impact fee for a new house is not a fee for resealing an existing walk. Do not mix them.
Enterprise, Osteen, and Samsula
Volusia County's Enterprise Local Plan page says Enterprise is an unincorporated community on the north shore of Lake Monroe, between DeBary and Deltona. The county adopted the local plan on July 24, 2003. The Enterprise Community Overlay Zone was adopted in October 2009. The county code section we read says the overlay applies to new nonresidential development and to residential subdivisions that file for a development order, unless a later subsection says otherwise. A paver replacement on an existing house is not automatically that subdivision case. Confirm with the county before you treat the overlay's architectural standards as a driveway color board. Street work in the county right of way still uses the county use permit described on the county's own page and summarized in the permit guide.
The same chapter of the county code has an Osteen division. It says those development regulations apply to properties in listed Osteen zoning classifications and are meant to carry out the Osteen Local Plan. The setback table in that division is a zoning table for those districts. It is not reprinted here, because copying it would pretend it is a paver-apron specification. If you are replacing a driveway on an existing Osteen lot, ask the county permit center which of those standards actually hit a single-family apron. Samsula is not an incorporated municipality on this site's city list. Spruce Creek Fly-In, which has its own community page, sits in the same general south-county geography and uses county building permits plus its association. Samsula is not that association. Confirm the parcel. If it is unincorporated, start with the county, not with Port Orange's water-table apron sheet, unless the appraiser puts you inside Port Orange.
Soil, price, and the pages that already exist
West of the ridge, DeLand and Deltona sit on higher, better-drained ground than the flatwoods. The USDA Myakka description still matters in low spots, and the base depth guide is the CMHA minimum, not a town ordinance. Large rural lots can be long driveways. Angi's standard band is still the planning range, and the calculator is still not a quote. Tear-out, a long haul from Pierson, and a county street permit are extra lines. The quote checklist is how to keep two bids honest.
- Look up the parcel and write down city or unincorporated before you download a form.
- Lake Helen: county forms, county fee schedule, and a question about the certificate of appropriateness.
- Oak Hill: Universal Engineering Sciences portal. Do not use New Smyrna's lot sheet.
- Pierson: town packet, driveway affidavit on house permits, building official on Wednesdays.
- Enterprise and Osteen: county permits. Read the overlay only for the development type it names.
- Samsula: confirm unincorporated status. The fly-in association page is not your association unless you are in that community.
- Open the permit guide county row only after the parcel is county.
What this page will not guess
Last checked November 1, 2026. No apron width, no paver base, and no patio exemption is stated for these three towns, because their pages did not state one. No population is given for Samsula, Osteen, or Enterprise. Daytona Pavers does not pull permits and does not claim to have paved these towns. Nearby city pages for DeLand, Deltona, DeBary, Orange City, Edgewater, New Smyrna Beach, and Port Orange are the neighbors. They are not the authority for a parcel outside their limits.

Questions homeowners ask
Who permits a paver driveway in Lake Helen?
The City of Lake Helen. The city accepts Volusia County forms and uses the county fee schedule under Resolution 2006-04. Ask whether a certificate of appropriateness applies. A finished apron drawing was not on the forms page. Last checked November 1, 2026.
Who permits pavers in Oak Hill?
The City of Oak Hill, through Universal Engineering Sciences and the CitizenPortal. The department page we read did not include a paver specification.
Does Pierson require a driveway permit?
The town's house checklist says driveway and sidewalk work is reviewed by the building division under the ordinances, and it includes a lot-drainage and driveway affidavit. A paver detail with thicknesses was not in that packet.
Are Samsula, Osteen, and Enterprise in a city?
Enterprise's county page says it is unincorporated. Osteen is a county local-plan area. Samsula is not an incorporated city on this site's list. Confirm the parcel. Unincorporated work uses the county.
Do county right-of-way rules apply on a county road in these areas?
If the road is county right of way, yes. The use-permit page is linked from the permit guide. A city street inside Lake Helen, Oak Hill, or Pierson uses that city's process.
Can you match an installer this far west or south?
Use the form, choose the project, and put the town in the notes. City pick-lists may not show these towns. Daytona Pavers is not the contractor.
Request a quote after you have a range in mind
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
