How to use this table
Every row is a summary of a public page or packet, checked November 1, 2026. It is not a permit and not legal advice. Ordinances get amended. If your address is inside a city, that city is the authority even when the ZIP code is shared with a neighbor. If the property appraiser says unincorporated, use the county row. Palm Coast is in Flagler County and is listed only so you do not apply a Volusia form there. Lake Helen, Oak Hill, Pierson, and the unincorporated names Samsula, Osteen, and Enterprise are written up on the rural west and south page from the building desks we could read.
| Place | What the public page says | Source |
|---|---|---|
| Unincorporated Volusia, including Ormond-by-the-Sea | Use permit for work in the county right of way. Residential driveway 10 to 24 feet at the right-of-way line, at least 5 feet off the side line. Paver aprons need the detail sheet plus a notarized, recorded owner hold harmless. Installer needs a competency card. A business tax receipt is not a license. | County use permits |
| Daytona Beach | Driveway pavers in the public right of way use the city's application and a recorded license agreement. The owner maintains the pavers and pays to remove them if the city needs the space. | License agreement |
| Port Orange | Right-of-way application fee $75. Paver apron detail: 6 inches of limerock (LBR 100) or crushed concrete (LBR 130) to 98 percent modified Proctor, only if the subgrade is at least 6 inches above the seasonal high water table. Otherwise soil cement. Meters move at least 36 inches outside the drive. Owner maintains ribbon curb and pavers. | Right-of-way application |
| Ormond Beach | Driveway checklist as of February 2026: building application, stormwater application if new impervious area is added, and a drainage plan when that new impervious area is over 1,000 square feet. Survey must show dimensions, setbacks, and material. | Driveway submittal |
| New Smyrna Beach | Residential lot sheet: building coverage max 40 percent, total impervious max 60 percent. Driveways, patios, and sidewalks count. Confirm your zoning district. Permeable products are not automatically exempt. | Lot calculations |
| DeLand | Driveways are listed under accessory building or structure permits. Residential application fee listed at $100. Unincorporated addresses use the county. | DeLand building permits |
| Deltona | Grading guide: residential driveway grade should not exceed 15 percent. Adopted exhibit: permit when impervious area is added, no pavers in the right of way, apron described as 6-inch concrete, driveway max 24 feet. Confirm the current code. | Grading guide |
| Edgewater | Patio and slab permit for flat work. Paver driveways in the right of way need a recorded hold harmless (revised Sept 30, 2025) before the drainage permit is issued. Owner maintains the pavers. | Hold harmless |
| DeBary | Building review is contracted to PDCS. Residential application fee $50. Published standards: pavers in the road right of way are at the owner's risk, pervious pavers are not allowed there, residential width 10 to 24 feet. Confirm the current code. | Building department |
| Orange City | Residential driveway use permit $100. R-1, R-2, and OT openings 12 to 20 feet. Paver or stamped aprons need a recorded owner hold harmless. Concrete minimum 3,000 psi. | Use permit packet |
| Ponce Inlet | FAQ: permits required for driveways, paver walkways, patios, and decks. Paver packet sets walk widths, pervious versus semi-pervious setbacks, on-site stormwater, and a notice of commencement over $5,000. | Planning FAQ |
| Holly Hill | Separate city. A paver-apron specification was not confirmed on November 1, 2026. Ask the city. Do not copy Daytona Beach or Ormond Beach. | Holly Hill page |
| South Daytona | Separate city. A paver-specific right-of-way sheet was not confirmed on this check. Ask the city, especially near Reed Canal. | South Daytona page |
| Daytona Beach Shores | Separate city. A paver packet as explicit as Ponce Inlet's was not found on this check. Ask the Shores building department. Salt air is still the design problem. | Shores page |
| Palm Coast | Flagler County, not Volusia. Do not use the county hold harmless. Confirm city versus county from the property appraiser. Fee figures were not verified here. | Palm Coast page |
| Lake Helen, Oak Hill, Pierson, plus Samsula, Osteen, and Enterprise | Three incorporated towns have their own building desks. The other three names are not those cities. Read the rural page before you pick a form. | Rural west and south Volusia |
Deltona
Deltona is the county's largest city and the place a copied beach rule does the most harm. The grading guide limits residential driveway grade to 15 percent unless an engineer designs it. The driveway exhibit we read refuses pavers in the right of way. A concrete apron and a paver field on the private side is the pattern to confirm, not a paver street cut. Details and the 93,692 population figure are on the Deltona page.
Daytona Beach
The city will allow driveway pavers in the public right of way through its application and a recorded license agreement. The owner keeps the maintenance and the removal cost. That is permission with a bill attached, not a casual apron. Beachside and LPGA lots both need the city named correctly. See the Daytona Beach page.
Port Orange
The $75 fee is on the application. The base specification is the part that changes the price: limerock or crushed concrete only above the seasonal high water table, soil cement or concrete when the subgrade is wet. Quote the base the detail allows, not a generic 6 inches from another city. See the Port Orange page.
Ormond Beach
The February 2026 checklist is short and specific. New impervious area triggers the stormwater application. Cross 1,000 square feet and add a drainage plan. The survey has to name the material. West-side associations add a color review the city does not run. See the Ormond Beach page.
New Smyrna Beach
The 60 percent cap is a math problem, explained on the permeable pavers page. Do not assume a permeable brand is free square footage. Beachside salt and Venetian Bay colors are separate from the percentage.
DeLand
Inside the city, driveways are on the accessory-structure list and the residential application fee on the building page is $100. Outside the city, you are on the county use permit. Victoria Park review is the association's, not a substitute for either permit.
Edgewater
Record the hold harmless before you expect the driveway permit. The revision date on the form we read is September 30, 2025. Florida Shores has its own grading note on the stormwater application. The Edgewater page walks through it.
DeBary
PDCS reviews building permits. The published driveway text allows architectural pavers in the right of way at the owner's risk and bars pervious pavers there. Confirm that section in the current code. The DeBary page keeps the width and fee notes.
Orange City
Budget $100 for a residential use permit and a recorded hold harmless for a paver apron. Residential openings in R-1, R-2, and OT are 12 to 20 feet on the packet. Concrete, where it is used, is specified at 3,000 psi. See the Orange City page.
Ponce Inlet
The town already said yes, you need a permit, including for a paver walk and a patio. The packet's 4-foot pervious walk rule is a zoning rule. Do not pave a solid walk to the lot line because a neighboring town did. See the Ponce Inlet page.
Ormond-by-the-Sea and other unincorporated addresses
Use the county row at the top of the table. The competency card, the recorded hold harmless, and the 10-to-24-foot width are county rules. They are not Ormond Beach's February 2026 checklist. Spruce Creek and other unincorporated pockets should be checked the same way, address by address.
- Look up the jurisdiction before you look up the paver color.
- If the work touches a public street, assume a right-of-way file until the city says otherwise.
- Keep fees, recording, and the install price as separate lines.
- Ask who signs the hold harmless. On the county and Orange City forms, the owner signs, not an agent.
- Use the calculator for the paver band after the permit path is clear.
An index for the street strip, and a page for small towns
Apron decisions are collected as links, not as a second copy of the table above, on the driveway apron guide. Lake Helen, Oak Hill, Pierson, Samsula, Osteen, and Enterprise are described from their own building pages on the rural west and south guide.

Questions homeowners ask
Do I need a permit for a paver driveway in Volusia County?
In unincorporated areas, work in the county right of way needs a use permit, and a paver apron needs a recorded hold harmless. Inside a city, that city's rule controls. Read the row for your city. This is not legal advice.
What is a competency card?
Volusia County's use-permit page says the paver installer must hold a county competency card in a paver, general, residential, or building category. A business tax receipt is not a license.
Which cities publish a paver hold harmless?
The county, Edgewater, and Orange City forms we read all require a recorded owner hold harmless for paver aprons. Daytona Beach uses a license agreement. Confirm the current form.
Does the New Smyrna 60 percent rule apply everywhere?
No. It is on New Smyrna Beach's residential lot sheet. Other cities publish different limits or none that we found.
Will you pull the permit?
No. The installer you hire handles the permit they agree to pull. Daytona Pavers only makes the introduction.
What if my city is not in the table?
Lake Helen, Oak Hill, and Pierson, plus unincorporated Samsula, Osteen, and Enterprise, are on the rural west and south page. If you are outside Volusia, do not use this table.
Request a quote after you have a range in mind
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
A budget range is optional. It is a planning hint, not a promise. Read how we handle this information on the privacy page.
