The newsletter puts the office in DeLand
The Victoria Park community newsletter for November 2021 prints the HOA office at 525 E Victoria Trails Boulevard, DeLand, Florida 32724. A later section on sidewalk repairs tells residents that the City of DeLand typically schedules street, curb, and sidewalk repairs on a complaint basis, and it says that note applies to sidewalks in the Commons, Hills, and Trails. That is the jurisdiction evidence this page relies on: the association told owners to call DeLand public works for those sidewalks. Wikidata item Q988934 is the city of DeLand. If a lot on the edge of the community is actually outside the city, the county use permit replaces the city accessory permit. Check the parcel.
DeLand's building page lists driveways with accessory buildings and structures. The residential application fee on that page is $100. That fee is paperwork, not the paver price. Unincorporated addresses do not use it. The DeLand permit row links the city page. Association approval does not pay the fee, and the fee does not approve a color.
Several associations, several calendars
The same November 2021 newsletter splits the ARC calendars. It says VP HOA applications, for Trails, Commons, and Hills, are reviewed on the third Monday, and that submittals must be in by the second Monday to make that month. Victoria Gardens applications are reviewed on the third Thursday, with submittals by the second Thursday. Victoria Oaks applications are reviewed on the third Wednesday, with submittals by the second Wednesday. It points owners to separate websites for applications, paint schemes, and plant lists. Those dates are from November 2021. A newsletter is not a permanent bylaw. Confirm this month's deadline before you plan around a Monday.
Because the calendars differ, a Victoria Gardens application dropped at a Trails deadline is late, and the reverse is also late. Write the neighborhood on the form in the same words the newsletter uses. This page does not name coordinators. The newsletter's staff list is not a rule, and people leave jobs.
Victoria Park I material rules that were read
The Victoria Park I rules say no owner makes an improvement unless they first get written approval through the ARC. The request goes in on the ARC form with plans and specifications and an architectural fee of $150. The committee notifies the owner within 30 days. If it does not respond in those 30 days, the request is deemed approved. Work then has to match the approved plans. A material change needs another approval. When the work is done, the owner gives written notice. The committee has 90 days to inspect. Deficiencies must be corrected within 30 days after notice. If the committee never answers the completion notice, the improvement is deemed accepted after those 90 days.
The driveway paragraph in those rules says no new asphalt driveways or gravel driveways, walkways, or sidewalks are permitted, and all driveways, sidewalks, and walkways must be constructed with concrete, stamped concrete, or brick pavers. The color must be approved through the ARC. That is a real material list for Victoria Park I. It is not a finding that Gardens, Oaks, Trails, Commons, or Hills use the same list. Those neighborhoods were not given this paragraph in the file that was read. Ask them. The $150 fee is also from the Victoria Park I rules, not from the 2021 newsletter's other calendars.
The same rules say construction does not start until written approval is in hand, and that if work starts and is then disapproved, the property is returned to its earlier condition at the owner's expense. The association assumes no liability for whether the plans meet code. The owner obtains permits. Government rules still apply. A deemed approval after 30 days of silence, if your document really is Victoria Park I, is still not a building permit from DeLand.
| Document | What it supports | What it does not support |
|---|---|---|
| November 2021 newsletter | DeLand office address. City of DeLand sidewalk repairs for Commons, Hills, and Trails. Three ARC calendars. | A paver color list |
| Victoria Park I rules | $150 fee, 30-day response, concrete or stamped concrete or brick pavers, no new asphalt or gravel | Rules for Gardens, Oaks, or the other sections |
| DeLand building page | Driveways under accessory permits. $100 residential application fee. | An association color |
Lot shape, shade, and price bands
No public lot-width table for Victoria Park was read. The practical shape note is from the material rule and the survey habit: the drive, the walk, and the sidewalk are called out together, so a front walk in a new material is not invisible just because the drive was approved. Mark all three on the survey. Live oaks are common on DeLand streets. Roots and shade change the base and the cleaning plan. They are not an association dimension.
Angi's 2026 national standard band is $10 to $18 per square foot. A 600 square foot drive is about $6,000 to $10,800 on that band before haul-away, or $6,000 to $18,000 on the $10 to $30 size table. Last checked November 1, 2026. Add the city's $100 residential application fee if DeLand is the jurisdiction, and the $150 Victoria Park I architectural fee if that is your association. Those two fees are published paperwork costs. They are not labor. Stamped concrete is on the Victoria Park I allowed list, and it is also a different product from a unit paver. Angi's stamped-concrete driveway band is $12 to $18 per square foot in its 2026 concrete article. Compare the two only after the ARC has said both are eligible for your section.
Checklist
- Name the neighborhood: Trails, Commons, Hills, Gardens, or Oaks. The November 2021 calendars are not the same day.
- Confirm this month's deadline with the association. The newsletter is five years old as of this check.
- If you are in Victoria Park I, submit the ARC form, the $150 fee, and the plans, and do not start until the answer is written or the 30 days in that document have passed with no response.
- In Victoria Park I, stick to concrete, stamped concrete, or brick pavers. No new asphalt or gravel. Color still needs approval.
- Do not apply the Victoria Park I material list to another section unless that section's document says the same thing.
- File the City of DeLand accessory permit if the parcel is inside the city. Budget the $100 residential application fee.
- If the parcel is outside the city, use the county use permit instead.
Daytona Pavers is a free service connecting homeowners with independent local installers. It is not a Victoria Park association and it does not claim to have built a drive, a walk, or a deck in the community.

Questions about pavers at Victoria Park
Is Victoria Park in the City of DeLand?
The November 2021 newsletter gives a DeLand office address and tells Commons, Hills, and Trails residents that the City of DeLand handles street, curb, and sidewalk repairs. Confirm your parcel. An edge lot could be outside the city.
Do all Victoria Park neighborhoods share one ARC meeting?
Not according to the November 2021 newsletter. Trails, Commons, and Hills were on the third Monday. Gardens was on the third Thursday. Oaks was on the third Wednesday. Confirm the current calendar.
What driveway materials does Victoria Park I allow?
Its rules say concrete, stamped concrete, or brick pavers, and no new asphalt or gravel. Color is approved through the ARC. That paragraph was not read as applying to every other section.
What is the Victoria Park I architectural fee?
The rules that were read say $150, submitted with the ARC form and the plans. The City of DeLand residential application fee of $100 is a separate city charge.
If the ARC never answers, can I start?
Victoria Park I's rules say a request is deemed approved if the committee does not respond within 30 days. That sentence was not read for Gardens or Oaks. A deemed approval is still not a DeLand building permit.
Does Daytona Pavers get the ARC approval for me?
No. You or your installer submit it. We only introduce an independent installer, and only if you ask. We are not the contractor.
Request a quote for a Victoria Park project
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
