Pavers at Venetian Bay in New Smyrna Beach

Quick answer

Venetian Bay's Design Review Committee rules, revised August 30, 2022, say driveways may be concrete or brick pavers, may not be painted or stained a different color than natural concrete, and must blend with the neighborhood palette if pavers are used. In most cases a City of New Smyrna Beach permit comes after that approval. The city's lot sheet still caps total impervious cover at 60 percent. Confirm your neighborhood. Daytona Pavers has not worked here.

The city on the guidelines is New Smyrna Beach

The Design Review Committee rules revised August 30, 2022 are issued by Venetian Bay Homeowners Association, Inc., with an office address in New Smyrna Beach. The guidelines say that, in most cases, a permit must be issued by the City of New Smyrna Beach after the committee approves a homeowner submittal. Completion deadlines for a new house in the same document are tied to that city's building permit and its certificate of occupancy. Wikidata item Q375375 identifies the city. The permit authority is the city, not the identifier.

The same guidelines say several planned-unit agreements exist inside Venetian Bay. A rule written for one neighborhood is not automatically the rule for the next. The sod line is an example already in the document: St. Augustine sod is the default, while Portofino Estates is Bermuda or Zoysia. Driveway text in section 4 is written for the community generally. If your neighborhood published a stricter sheet after August 30, 2022, that later sheet wins. This page did not read a post-2022 amendment.

Driveways and sidewalks, in the words that were read

Section 4 says driveways may be concrete or brick pavers. It says driveways may not be painted or stained a color different from the natural color of the concrete. Sidewalks are as the City of New Smyrna Beach allows, either concrete or brick pavers. If pavers are used, the color must blend with or complement the color palette approved for that builder or neighborhood. A homeowner submittal has to include a survey with the improvement drawn, plus the color, style, and dimensions, and the applicant's name and address.

The committee can deny a request that is not cohesive or harmonious with the neighborhood. Approval does not let a contractor ignore the city. The guidelines put insurance compliance and repair of damaged common property on the owner. They also say the committee can bar a contractor who keeps violating the approval, after notice and a chance to cure. That is an association remedy. It is not a city enforcement action, and it is not something Daytona Pavers administers.

The 60 percent cap still counts the drive and the deck

New Smyrna Beach's residential lot-calculation sheet counts driveways, sidewalks, and patios as impervious. Total impervious coverage, including the building, cannot exceed 60 percent of the lot. Building coverage alone cannot exceed 40 percent. Added impervious area is tied to more stormwater storage on that sheet. A paver driveway that widens, or a pool deck that grows, is area on that math. Confirm the sheet still matches your zoning district. This page is not saying every overlay district is identical.

Here is the arithmetic, labeled as arithmetic and not as a Venetian Bay lot size. On a 10,000 square foot lot, 60 percent is 6,000 square feet of impervious cover and 40 percent is 4,000 square feet of building. If the house already uses most of the 6,000, a wider drive or a new deck can cross the line before anyone argues about color. Permeable units are not automatically exempt. Ask the city how it counts the product. The permeable pavers guide stays on that question. The permit row links the sheet.

Pool decks and screen cages, from the same guidelines

Section 5 says screen-enclosure frames must be white or bronze and the screen must be charcoal or black. Enclosures may be no closer than 5 feet to the rear property line. No solid material is allowed above 4 feet. Metal roofs are not allowed. Sunrooms are not permitted. A paver deck that is built so a cage can be added later still has to leave those limits possible. The guidelines are about the enclosure, not about a paver thickness. Do not read them as a base specification.

In-ground pools are allowed as the city permits them. Above-ground pools are not. Trim tile cannot be reflective or fluorescent. A deck surface is walked barefoot, so heat matters even though the guidelines do not name a stone. HomeAdvisor's installed travertine band is $15 to $27 per square foot, and its 600 square foot table is $9,000 to $16,200 before removal, updated June 19, 2026 and checked again November 1, 2026. That is a national table, not a Venetian Bay quote. Light concrete pavers are the other common barefoot choice. The committee still has to accept the color under section 4 and section 10.

Shapes you should measure instead of memorize

The guidelines do not publish a standard lot width or a standard driveway length. They do tell you the survey is the drawing that matters, and they warn that several PUDs exist. Corner lots, lake lots, and interior lots will not share a flare at the sidewalk. Right-of-way trees between the sidewalk and the street need both committee approval and a city permit if they are removed or planted, under the landscape section. A driveway that would remove one of those trees is two applications, not one.

Angi's 2026 national standard driveway band is $10 to $18 per square foot. About 500 square feet, a modest two-car run, is about $5,000 to $9,000 on that band before haul-away. The wider $10 to $30 table is $5,000 to $15,000. Use the calculator so two installers price the same area. Then throw the math out when the written quote arrives. Access through a screen cage, a drainage fix to stay under the 60 percent story, and a discontinued color all move the number.

Checklist

  1. Mark the survey with the drive or deck, and note color, style, and dimensions, as the 2022 rules require.
  2. Stay with concrete or brick pavers. Do not propose paint or stain.
  3. Match the neighborhood palette. Ask the association if you cannot find the current board.
  4. Run the lot sheet. House plus drive plus walks plus patio must fit under 60 percent impervious unless the city tells you otherwise.
  5. After written committee approval, get the City of New Smyrna Beach permit in most cases. The guidelines say so.
  6. If a cage is part of the job, keep the frame white or bronze, the screen charcoal or black, and the enclosure at least 5 feet off the rear line.
  7. Confirm the 2022 text is still current. This page did not read a later amendment.

Daytona Pavers matches homeowners with independent local installers and does not charge for the introduction. It is not the Design Review Committee and it does not claim a project inside Venetian Bay.

Questions about pavers at Venetian Bay

Are paver driveways allowed in Venetian Bay?

The August 30, 2022 rules say driveways may be concrete or brick pavers. The color has to blend with the palette for that builder or neighborhood. Paint and stain in a different color are not allowed.

Does the city still have to permit the work?

The guidelines say that in most cases, after committee approval, a permit must be issued by the City of New Smyrna Beach. Ask the city which application your scope uses.

How does the 60 percent rule affect a new drive?

The city's lot sheet counts driveways, sidewalks, and patios as impervious and caps the total, including the building, at 60 percent. Do the math on your survey before you widen anything.

What cage limits sit next to a pool deck?

The 2022 rules require a white or bronze frame, charcoal or black screen, a 5-foot rear setback, and no metal roof. Sunrooms are not permitted. Those are enclosure rules, not a paver base design.

Do these rules cover every neighborhood in Venetian Bay?

Section 4 is written generally, and the document also says several PUDs exist. A later neighborhood sheet could be stricter. Confirm with the association.

Has this site installed pavers in Venetian Bay?

No. Daytona Pavers is a free referral service. The installer, if you hire one, is an independent business.

Request a quote for a Venetian Bay project

Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.

Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
