Jurisdiction: county permit, Port Orange mailing address
The ARC application packet, marked Rev 2016 (a), tells owners that the county must approve most work and sends them to the Volusia County residential permit pages. Item 5 of the general procedures says plans must be approved and stamped by the ARC, and that Volusia County will not issue a building permit without that approval. The submission address printed on the packet is 212-1 Cessna Boulevard, Port Orange, Florida 32128. A mailing city is not the same thing as the city on the parcel.
Treat the fly-in as unincorporated unless the property appraiser says the lot was annexed into Port Orange. If it is unincorporated, the apron in a county road uses the county use permit: width 10 to 24 feet at the right-of-way line, at least 5 feet off the side line, the paver detail sheet, and a notarized owner hold harmless that is recorded before the permit is issued. The installer needs a Volusia County competency card. The county's page says a business tax receipt is not a license. If the appraiser says the lot is inside Port Orange, stop and use the city row instead. Do not blend the two packets.
What the ARC rules say about driveways
The rules and regulations updated December 2018 say the Architectural Review Committee must approve the installation of any fences, roofs, outside painting, and outside structures. The next sentence says this includes driveways. That is the rule this page is willing to state. It does not list an approved paver brand, a color, or a pattern. Those live in the covenants for your subdivision, which the packet says you must read because each subdivision is different.
The packet is explicit about conflicts: if the subdivision covenants and the Spruce Creek PUD disagree, the PUD controls. Failure to get approval before work starts, or building something other than the approved plan, can mean fines and an order to remove the work. Some areas also have a sub-association committee. The packet says that committee goes first, and only then does the Spruce Creek ARC see the file. Skip that order and the application is the wrong stack of paper.
How an application moves
Both the packet and the association's ARC page describe the same calendar. The committee meets at 9:00 a.m. on the first and third Thursday of the month, except holidays. A complete application has to be in by 3:00 p.m. on the Monday before that meeting, in duplicate. Miss the Monday and you wait for the next cycle. The ARC page adds that requests which do not need a county permit, and roofing requests, may use a short form. Everything else uses the full ARC application. Two copies of the whole package go to the office, or a copy fee is charged.
The packet encourages a preliminary conversation at a regular meeting before you spend money on materials. It also says the county still has to approve most work, and that the county will not issue the building permit until the ARC has stamped the plans. Association approval is not the permit. The permit is not association approval. You need the stamp and the county paper, in that order, when the scope is something the county permits. This page does not name committee members. Rosters change, and a name on a website is not a rule.
| Paper | What the document says | When it matters |
|---|---|---|
| Subdivision covenants and the PUD | Each subdivision differs. The PUD wins a conflict. | Before you pick a material |
| Sub-association, if you have one | That committee approves first. | Before the Spruce Creek ARC |
| Full ARC application, two copies | Due 3:00 p.m. Monday before the Thursday meeting. | Driveways and other permitted work |
| Short form | Allowed when no county permit is required, and for roofing. | Only if the ARC page still says so |
| County building permit | Not issued without the ARC stamp, per the 2016 packet. | After the stamp |
| County use permit | Separate right-of-way rules if the apron is on a county road. | Only after you confirm jurisdiction |
Lot shapes: houses, hangars, and taxiways
This is a fly-in. The association's own rules have sections for aircraft, taxiways, runways, and hangars, and they tell owners to hide trash containers in the garage or the hangar. That is enough to say the community is not one driveway shape. A house lot off the pavement and a lot with a hangar door facing a taxiway are different construction problems. This page did not read a pavement specification for taxiways or for aircraft aprons, so it will not invent a thickness, a joint, or a load rating.
Ask, in the ARC file, whether your project is a residential drive, a hangar apron, or both, and which subdivision covenants apply. A residential drive that also has to carry a fuel truck or an aircraft tug is a structural question for the designer and the county, not a color question. Large delivery trucks may be limited to a particular gate. Confirm the current gate rule with the association before a pallet is scheduled. Do not take a realtor brochure as the rule.
Sand, water, and a base you should ask about
The USDA Myakka series, common on Florida flatwoods, is poorly drained fine sand with a water table less than 18 inches deep for 1 to 4 months in most years. Spruce Creek sits on that kind of coastal plain. A paver field that sinks in the tire path is usually a base that washed, not a color that failed. Ask what compacted thickness and what fabric the installer will use, and whether the county or the manufacturer limits the base where the seasonal water is high. Those answers belong in the quote. They are not in the December 2018 rules.
Angi's 2026 national standard band for a paver driveway is $10 to $18 per square foot, with a wider size table of $10 to $30. About 800 square feet, a long fly-in drive rather than a cottage pad, is about $8,000 to $14,400 on the standard band before the old surface is hauled away. That multiplication is national math, last checked November 1, 2026. It is not a Spruce Creek price and not a hangar-apron price. Aircraft loads can move a quote off a residential band entirely.
Checklist before anyone breaks ground
- Look up the parcel. Unincorporated means the county use permit and the county building desk. Inside Port Orange means the city packet.
- Read your subdivision covenants and the PUD. The packet says a conflict is decided by the PUD.
- If a sub-association exists, get that approval before the Spruce Creek ARC application.
- Submit two copies by 3:00 p.m. on the Monday before the first or third Thursday.
- Use the short form only if the work truly needs no county permit. A new drive usually does not qualify.
- After the stamp, file the county building permit. The packet says the county will not issue it without the stamp.
- If the apron enters a county right of way, add the use permit, the paver detail, the recorded hold harmless, and a competency card.
- Confirm meeting dates and form revisions with the association. The packet is marked 2016 and the rules are marked December 2018.
Daytona Pavers connects homeowners with independent local installers for free. It is not the association, it is not Volusia County, and it does not claim to have paved a lot inside the fly-in.

Questions about pavers at Spruce Creek Fly-In
Is Spruce Creek Fly-In in the city of Port Orange?
The association's ARC packet tells owners to get Volusia County building permits and says the county will not issue one without an ARC stamp. The office mailing address is in Port Orange. Confirm the parcel. Do not assume the city limits from the mailing city.
Do driveways need ARC approval?
The December 2018 rules say the ARC must approve outside structures, and they say this includes driveways. Subdivision covenants can be stricter. The PUD controls if those documents conflict.
When does the committee meet?
The ARC page and the 2016 packet both say 9:00 a.m. on the first and third Thursday, with applications due by 3:00 p.m. the Monday before. Confirm the current calendar. Holidays move the meeting.
Will the county permit a project the ARC has not stamped?
The Rev 2016 (a) packet says no. It says Volusia County will not issue a building permit without SCPOA ARC approval. Keep the stamp with the county file.
Are hangar aprons the same as a house driveway?
No. The community rules regulate aircraft and hangars separately from a residential drive. This page did not read a pavement spec for taxiways. Describe the real vehicle or aircraft load on the application.
Who installs the pavers if I send a request here?
An independent installer, if you hire one. Daytona Pavers only makes the introduction. It has no crew and no claim of past work at Spruce Creek.
Request a quote for a Spruce Creek Fly-In project
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
Tell us about the project. We pass the request to a local, independent installer. You do not pay Daytona Pavers for the introduction, and you decide whether to hire anyone.
