Two counties, and more than one association
The club's homeowners page says a master Plantation Bay Community Association maintains the overall community and that sub-associations handle individual neighborhoods. Inside the Prestwick Townhomes II declaration, the master covenants are identified as recorded in Official Records Book 277, Page 805 of Flagler County and Official Records Book 3005, Page 74 of Volusia County, as amended. A community name that spans two official-record books is not a single city hall.
The declaration this page actually read is for Prestwick Townhomes II at Plantation Bay. Its legal description is a plat in Map Book 55 of the public records of Volusia County, and the recorded instrument in the packet is Volusia instrument 2012-061907. That places this townhome section in Volusia County. It does not place every Plantation Bay street in the City of Ormond Beach, and it does not place every street in Flagler County. Look up the parcel. If the appraiser says Ormond Beach, the city's driveway checklist applies. If it says unincorporated Volusia, the county use permit applies. If it says Flagler County, neither Volusia form applies.
Written ARC approval, from the declaration that was read
Article X of the Prestwick Townhomes II declaration says no landscaping, improvement, or structure of any kind, and it lists a driveway among the examples, shall be commenced, erected, placed, or maintained, and no addition or alteration made, unless the plans, specifications, and location have been submitted to and approved in writing by the Architectural Review Committee. The owner must supply two complete sets. Nothing is approved unless the approval is in writing. The committee approves or disapproves a proper submission within forty-five days. A later change to an approved plan is not approved until there is another written approval.
Section 10.2 lets the committee require material samples, a tree survey, other information it reasonably needs, a processing fee paid when the plans are submitted, and a construction deposit. A variance has to be a signed document delivered to the owner. It does not waive zoning or a building permit. The same article says the committee and the association are not taking on liability for whether the plans are structurally adequate. That is the association's own limit. It matches the practical point: a written ARC letter is not a city permit and not an engineering seal.
These sentences are about Prestwick Townhomes II. The club page says other neighborhoods have their own associations. Do not paste Article X onto a single-family section whose declaration you have not opened. Ask that association for its current criteria. Chapter 720 is the state statute. It is not a substitute for the declaration on your lot.
Driveway maintenance, and a ban on stain and paint
Section 6.13 of the same declaration says each lot owner maintains the driveway and the sidewalk serving the lot. It then says staining, covering, or painting any driveways is strictly prohibited. That is a material rule, not a style suggestion. A colored stain, a painted coating, or a topping sold as a cover would conflict with the sentence that was read. Replacing the surface with pavers is an alteration, so it still needs the written Article X approval even though the stain ban is a different sentence. Bring a sample. Do not assume brick pavers are exempt because they are not paint.
Townhome lots in this declaration share party walls. The drive is often a short run from a shared street to a garage, not a long estate lane. This page did not read a width schedule. Measure the existing slab on your survey. An extension that changes drainage onto a neighbor is the kind of impact Article X tells the committee to judge, and it is also the kind of impact a city stormwater reviewer asks about when the lot is inside Ormond Beach.

If the parcel is inside Ormond Beach
Ormond Beach's driveway permit checklist, marked as of February 2026, asks for a building permit application, an owner disclosure if it applies, a notice of commencement if it applies, and a stormwater management application when new impervious area is added. Impervious area over 1,000 square feet also needs a drainage plan. The survey has to show the driveway, the dimensions, the setbacks, and the material, including pavers. That checklist is the city's. It does not replace the association's 45-day written approval, and the association's letter does not replace the checklist.
If the parcel is unincorporated Volusia, ignore that city checklist and use the county use permit for work in the right of way, including the recorded owner hold harmless and the competency card. If the parcel is in Flagler County, call that county or the city the appraiser names. This page did not verify a Flagler fee schedule. Angi's national standard band remains $10 to $18 per square foot for planning, about $6,000 to $10,800 at 600 square feet before haul-away, last checked November 1, 2026. A short townhome drive may price above the low end because mobilization does not shrink with the square footage.
Checklist
- Identify your section. Prestwick Townhomes II rules are not automatically the rules next door.
- Look up the parcel: Ormond Beach, unincorporated Volusia, or Flagler County.
- For Prestwick Townhomes II, submit two plan sets and wait for written approval. The declaration allows 45 days.
- Do not stain, paint, or cover a driveway in that section. The declaration forbids it.
- If the city is Ormond Beach, add the February 2026 driveway checklist, including stormwater paper when you add impervious area.
- If the county is Flagler, do not use a Volusia hold harmless.
- Confirm any rule that was not in the packet linked here with your own association.

Questions about pavers at Plantation Bay
Is all of Plantation Bay in Ormond Beach?
No assumption is safe. The master covenants are recorded in both Flagler County and Volusia County. Prestwick Townhomes II is platted in Volusia. Confirm the parcel before you pick a permit desk.
Does a driveway change need written approval?
In Prestwick Townhomes II, yes. Article X requires written Architectural Review Committee approval before a driveway or other improvement is started, with two sets of plans, and a decision within 45 days of a proper submission. Other sections need their own documents.
Can I stain the concrete instead of installing pavers?
Not in Prestwick Townhomes II. Section 6.13 says staining, covering, or painting driveways is strictly prohibited. A paver replacement is still an alteration and still needs written approval.
Does ARC approval replace the city permit?
No. The declaration says a variance does not waive government law. If the lot is in Ormond Beach, use the February 2026 driveway checklist on top of the association letter.
What did you not read?
The master declaration itself, beyond the book and page citation inside the Prestwick document, and the architectural criteria of other neighborhoods. Ask those associations. Do not treat this page as their rulebook.
Will Daytona Pavers file the ARC packet?
No. We introduce an independent installer if you want a quote. You and that installer deal with the association and the permit desk. We are not the contractor.
Request a quote for a Plantation Bay project
Daytona Pavers is a free service that connects homeowners with local, independent paver installers. It is not itself the contractor. Your request is shared with a local installer so they can contact you with a quote.
